Former House Speaker Pantaleon Alvarez, now the representative of Davao del Norte’s First District, has shared that former President Rodrigo Duterte could run for president again in 2028. This would happen if his daughter, Vice President Sara Duterte, is removed from her position through impeachment.
Alvarez explained that the former president is not affected by the constitutional rule that bans a sitting president from running for re-election. Since Duterte is no longer in office, the rule does not apply to him.
He compared the situation to senators who, after reaching their term limit, can take a break and then run for the same position again after three years.
According to Article VII, Section 4 of the Constitution, a sitting president cannot run for re-election. They are also not allowed to hold the same position again if they have already served for more than four years. However, this rule does not apply to former presidents like Duterte.
