The legality of “habal-habal,” an informal motorcycle transport service, is supported by about 60% of Filipinos, according to a recent survey.
Study conducted by WR Numero Philippine Public Opinion Monitor indicates that 58% of Filipinos “agree with or strongly support” legalizing the service, according to Angkas, an app for motorcycle hailing. Moreover, 78 percent of respondents think that Congress has to support this cause, emphasizing how important motorcycle taxis are to Filipinos’ daily lives.

The Department of Transportation’s Technical Working Group has recommended regulations for motorcycle taxis, and Congress is now drafting these rules. Angkas was one of the three participants in a feasibility study that came before this one.
