Quiboloy Remains in PNP Custody Due to High-Risk Status

Along with four other co-accused individuals, Pastor Apollo Quiboloy is facing charges of sexual assault and human trafficking. He will continue to be held in the custody of the Philippine National Police (PNP), despite a court order requiring their transfer to different detention facilities in Quezon City.

On September 9, the Quezon City Regional Trial Court (RTC) Branch 106 ordered the PNP to transfer Quiboloy and one co-accused, Cresente Canada, to the New Quezon City Jail in Barangay Bagong Silangan. The three other co-accused – Jackielyn Roy, Ingrid Canada, and Sylvia Cemanes – were to be transferred to the female dormitory at the Quezon City Jail in Camp Karingal.

This court is handling a case involving Quiboloy that was transferred from a Davao City court and is bailable. However, PNP spokesperson Col. Jean Fajardo confirmed that they had also received a directive from the Pasig City Regional Trial Court Branch 159, ordering that Quiboloy and his co-accused remain at the PNP Custodial Center due to their classification as high-risk detainees.

The Pasig court has charged Quiboloy with qualified human trafficking, a non-bailable offense, which justifies their continued detention. The Criminal Investigation and Detection Group (CIDG) will formally notify the Quezon City court of the Pasig court’s directive to maintain custody of Quiboloy and the others in order to resolve the conflicting orders.

Fajardo stressed the need to reconcile the court orders, stating, “We want to avoid the risk of transferring them to Quezon City, where they may post bail and slip out of the PNP’s control.” The PNP will coordinate with both courts before Quiboloy and his co-accused’s scheduled arraignment on Wednesday.
