The Pula River is the principal source of water for the Pula River Irrigation System. It makes farming a lot simpler in the Pinamalayan area and adjacent towns. When storms are really bad, the water levels rise and flood the area around them. This puts the people who live there, their houses, and their ways of making a living at risk.

The Department of Public Works and Highways (DPWH) Southern Mindoro District Engineering Office erected the Pula River Control Structure (Upstream) at Barangay Pambisan Malaki, Pinamalayan, Oriental Mindoro to fix this problem. This project has made the nearby settlements more able to handle flooding.

District Engineer Annielyn E. Padullo told DPWH MIMAROPA Regional Director Gerald A. Pacanan that the project would add to the current river defenses by building a 420-meter gabion revetment with sheet piles. Also, a 420.42-meter pile cap and a 6-meter sheet pile installation were needed. When it rains heavily, rivers can overflow and harm houses and agriculture.
This flood control system stops that from happening. This makes it less likely that people, their houses, and infrastructure will be damaged.
