Hello, my name is Annabelle Tungol, and I am an independent auditor from Australia. Recently, I felt a strong calling to return to my native land, the Philippines, after witnessing the heartbreaking consequences of ongoing flooding and failed flood control projects.

I am offering my services pro bono to Philippine government agencies to conduct an independent third-party audit of flood control projects. My goal is to ensure accountability and transparency across every stage from bidding and awarding of contracts to construction and completion.

Filipinos deserve the truth. We must identify where government processes may be breaking down and make sure that these vital infrastructure projects truly serve the people they are meant to protect.

Result: Independent Audit Launched on Flood Control Projects in Oriental Mindoro

Master Environmental Auditor Annabelle Tungol, CEO of Artea Green Ventures Pty Ltd in Australia, together with fellow auditors Ken Cameron and Collin Macpherson, has initiated an independent audit of flood control projects in the Philippines. With more than 21 years of professional auditing experience, Tungol leads the team in verifying public claims of “ghost projects” and assessing whether infrastructure initiatives meet environmental, safety, and governance standards.


The audit involves on-site inspections, document reviews, and compliance checks to determine if public funds have been used responsibly and if the projects deliver their intended purpose of protecting communities from recurring floods.

I am Annabelle Tungol, a Master Environmental Auditor with twenty-one (21) years of professional practice in Australia and currently the Chief Executive Officer of Artea Green Ventures Pty Ltd.

My expertise includes independent audits, environmental compliance, and governance. Together with my colleagues, Ken Cameron and Collin Macpherson, we have decided to volunteer to conduct an Independent audit in the Philippines.

This step was taken in response to public concerns about resource use, accountability, and the impact of recurring floods and the inadequacy of the flood control infrastructures to mitigate this in Philippines communities.

This initiative reflects a shared commitment of the Auditors to strengthening transparency, accountability, and good governance in the use of public resources.

The main goal of our audit team is to verify public claims about the existence of “ghost projects” in Oriental Mindoro. To do this, we focused on visiting the projects, conducting inspections, and verifying them against official documentations.

Beyond addressing these public concerns, our audit also focuses on reviewing infrastructure delivery and compliance with environmental and safety regulations.

The objective was to determine whether public funds have been used responsibly and effectively and whether projects meet their intended purpose for communities.

As an external and impartial party, our responsibility is to ensure that the truth is brought forward. Every inspection, review, and finding will be fully documented, verifiable and open for public view. We undertake this work without compensation as part of our civic duty to strengthen accountability in public institutions.

The results of this audit will be made available to the public, because every citizen deserves clarity on how public funds are used.

With this statement, we mark the beginning of a process to separate fact from excuse, and to hold systems accountable to the people they are meant to serve.
