Assistant Majority Leader and Negros Occidental 3rd District Representative Javier Miguel "Javi" Benitez spearheaded the LegisHear in Victorias City on October 2 and 3, which witnessed the largest delegation of lawmakers under the House of Representatives' program.

House Speaker Faustino "Bojie" Dy III led the delegation, accompanied by Senior Deputy Speaker Ferdinand "Dinand" Hernandez, Deputy Speakers Albee Benitez, Maria Rachel Arenas, and Chedeng Alvarez, along with other congressmen and NBI Director Melvin Matibag.

During the town hall meeting, attended by over 5,000 residents, Benitez presented House Bill No. 9088, known as the TUBO Act. This bill aims to increase the annual funding for the sugar industry from PHP 2 billion to PHP 5 billion, implement an 18-month moratorium on commercial sugar imports, and expand block farming initiatives for small farmers.

Benitez also outlined House Bill No. 10678, which proposes to raise the income tax exemption ceiling from PHP 250,000 to PHP 350,000 starting in 2027. Additionally, 22 government agencies provided various frontline services to residents, who voiced their concerns regarding sugar, employment, health, and education.
